It looks like a new spin pole setup with the base molded into the end and the two holes basically hold the spin retreival system.

Looks like a transom mounted base for the RC-30 cocktail table.
Boss on the port side is for liquor, the starboard side is for mix.

Was thinking of retro-fitting one to the SC19 as it only has a tramp mounted beer bag.
