Historically on the SC-20 we ran the mast between vertical and 5 degrees back when sitting on the beach. The dolphin striker post is sitting at 5 degrees so you can use a angle protractor / finder to compare the difference between the post and the front of the mast.

Appears to me that the rollers and pin are bottoming out in the rudder casting and not seating properly in the rudder notch, thus answering the rudder to rock back and forth. The grommets can be "peeled" apart using a good pair of side cutters. Setting the new ones requires the correct size die set for the grommet. Depending on the width of the batten pocket you might squeeze the punch inside there, otherwise​ you will need to split the pocket and the restitch ...
