Are the battens in a SC 15 main supposed to be entirely covered in black electrical tape? Please advise GH.

I checked the manual, I searched, no reference. What's the deal?

I am interested in your opinions on repairing this split. It goes through the outer layer. When pressed water bubbles out. There is one small soft spot under the gel coat cracking.
