No steering with rudders up.

No steering with rudders up.
On my ARC 21 the rudders are either fully up or fully down. No middle ground even when I hit a sandbar the rudders go to full up position. I loose all control of the steering in shallow water where the rudders can't be locked down. Help. Dont want to end up on the rocks.

In shallow water I will kick up one rudder completely and the other rudder I'll kick up part of the way while holding the pull down rope to prevent it from coming up all the way. Once the rudder is part way up/down it will usually stay in that position.
That being said, it can be extremely difficult to steer with the rudder part of the way down...
